Council Vice President Hardy asked everyone to rise for the Pledge of Allegiance.

 

Notice of Presiding Officer

Council Vice President Hardy said, ?This Regular Council meeting for April 2, 2008, commencing at 7:30 p.m. has been properly noticed in accordance with the Open Public Meetings Act by notice to the official newspapers of the Township on March 27, 2008.?

 

Appointment of Firefighter to Fire Co. No. 1, Kevin G. DeBlasio

            Assistant Chief Bakera came forward with DeBlasio and Hardy presented DeBlasio with a Certification of Appreciation along with a Township pen and pin.  He thanked him for providing his services to the Township as a firefighter.

 

Mayor?s Proclamation for Autism Awareness

            Melissa Senator came forward to accept the Proclamation for Autism Awareness.  Merz read the Proclamation and Melissa explained the fundraising that has been done to raise over $1,000.  Merz said she appreciates the effort that has been put forth and the fact that young people are aware of the positive steps that they can take.  The Council congratulated Melissa.  Birmingham said that in Jefferson Township the Recreation department saw the need for a playground designed for children with special needs at Camp Jefferson.  The Recreation Department also started a Challenger Program last Spring for children with special needs, which is one of the first in the County.  Birmingham said that he feels it is appropriate to recognize Autism Awareness week and they are doing many things in Jefferson to assist people with special needs.

 

Mayor?s Proclamation for 2007-2008 JTHS Varsity Cheerleaders

            Hardy asked the JTHS Varsity Cheerleaders to come forward.  Coach McCarney explained that the team competed in February at the Contest of Champions and they returned home with a National Title.  Out of the 45 teams overall in the contest, the team came in third but in their division they took first.  Hardy read the Mayor?s Proclamation congratulating the Varsity Cheerleaders on their Championship Title.  The Council individually congratulated the cheerleaders.

Jefferson Township Email/Internet Policy

            Hardy commented that this matter has been tabled for a later meeting.  Leach advised the Council that they have the original policy that Hopkins developed.  Cohen?s associate, Howard Vex, has given them some more information and Hopkins is putting together a revised policy.

 

Council Reports

Appointment of Steven Levinson to Rockaway River Watershed Cabinet

            Merz said she has no report this evening.

 

            Hardy said he would like to report that the negotiations with the White Collar Union are moving forward and there should be a proposal to present to the Council very shortly.

 

Hardy reported that he is involved with organizing a Passport Night that will be held in Jefferson Township on April 17 from 6:30 to 8:30 p.m.  The Morris County Clerk?s Office will be at Camp Jefferson to process applications.  For more information, Hardy said that either he can be reached at 973-697-2348 or Councilwoman Merz at 973-697-4372.

 

Administrative Reports of Mayor and Administrator

            Leach reported that next Wednesday, April 9, they will resume vegetative waste pickup.  It will continue for 6 weeks and residents can put out an unlimited amount of bags.  Leach said he has not had a chance to get over to the traffic island at the eastern exit of the A&P parking lot.  Hardy commented that 3 stanchions have been put up so that people can see the island as they make the turn.  Leach reported that Cpl. Muller has completed his safety traffic report on Berkshire Valley Road and it is being reviewed through the chain-of-command in the Police Department.  Leach said he will forward it to the Council on Friday.  Birmingham asked if there was a discussion of the reflector program that the County did.  Some of the guardrails stand out very good at night but other parts do not.  Birmingham said they should try to encourage the County to at least continue with the reflectors.  Leach said he has not seen the report because it is being reviewed.

 

            Hardy said he has received a couple phone calls from residents that would like to know about the Berkshire Valley Field.  Leach said the topsoil is spread and is ready for final grading.  The sod was bid twice; the first time the price was way beyond budget and the second time no bids were received.  Leach said they are just about done negotiating a price for the sod.  Hopefully by the next Council meeting they will have a request for the Contract for the sod.  Birmingham asked when they anticipate being able to use the field for the sports programs.  Leach said he thinks it needs 6 or 8 weeks to mature but definitely by late Fall.

 

Miscellaneous/Public Portion

            Hardy opened the meeting up to the public for questions or comments.  Donald Scott of 40 East Shore Road came forward and said that today was Wednesday and there was no leaf pickup.  Leach said that the pickup starts next week.  Scott said it was in the newspaper that it starts today.  Magnotti said there is a bulletin on the website.

 

            Bruce Ostrowski of 4 Tracey Court came forward and said he has a comment about the reflectors and markings on Berkshire Valley Road.  Ostrowski said it seems there are so many deaths on Berkshire Valley Road and he would like to see that stop.  Ostrowski said he encourages the Council to consider doing whatever they can to put more reflectors on the road surface because not all of the road has guardrails to put the reflectors on.  Leach said that the road conditions during the accidents came up but he does not believe the road reflectors in the middle of the road were discussed.  Leach said he will discuss it with Cpl. Muller tomorrow.  Leach said once the Council reviews Cpl. Muller?s report and makes their recommendations, they will take their recommendations to the County.  Ostrowski said it is a dark road with lots of turns and hills.  It is a road that is especially difficult for new drivers to navigate with just headlights.

 

            No one else came forward and Hardy closed the public portion of the meeting.

Solid Waste Management Plan Amendments

            Cohen said he spoke to Elam and he has to complete his review of the Amendments.  Cohen said that once he has them, he will provide the Ordinance.

Miscellaneous/Public Portion

            Hardy opened the meeting up to the public for questions or comments.  Bruce Ostrowski came forward and asked if the Administration has any information regarding what happened at Picatinny the other day.  Leach said unofficially, there was some suspicious activity and some people had cameras.  After an investigation by the Picatinny Police and the FBI, it was found that they were taking pictures for someone who used to work in the area and it was all rather benign.

 

            Hardy closed the public portion of the meeting.
